new emulator system build

Hi guys,
I would like to build a system purely for playing emulators on.
criteria are:

HDMI out
I dont want to play anything more power hungry than N64 emulator
Small form factor thats quiet
Value ;)

Any reccomendations would be appreciated, is it even worth building a small system or just cheaper to buy a scondhand compact system off ebay?
 
Well there is no talk of the emulation, but the build it OK. All 'old games' run fine on my rubbish laptop. So this will be ok.

Thanks for the advice, I'll look at some second hand ones and compare them against the build you suggested.

You might not want to keep this thread going :p pretty sure it's against the rules.

Discussion of emulators is as they can be used to commit copyright infringement, but discussion of hardware to run them isn't, otherwise we wouldn't be allowed to discuss any hardware that can possibly be used to build a hackintosh and the forum would be very quiet :P
