My cpu fan stops spinning within a few minutes of windows loading. It works most of the time in the bios except when you restart it sometimes isn't moving. Also my cpu clock speed is 1.4GHz in the bios and the system window but 1.2Ghz in Everest when it should be 1.86GHz.

I looked at Speedfan as I thought it might be the PSU and it gave the following results:
Vcore1 1.18 - 1.23
Vcore2 1.84
+3.3 1.31
+5 4.92
+12 0 or 0.51 depending on what mood it is in.
-12 -16.97
-5 5.13
+5 5.13
Vbat 4.08
Speedfan also reads one of the temperature readings as -55°C and the cpu fan as 100000 RPM occasionally.

So do you think it is the PSU or could it be something else?

I would say that looks like a PSU problem to me. To be sure, check the rails using a multi meter just to eliminate problems with the software you are using.

Yes you can't go wrong with Seasonic atm... if you can stretch to a 600w then even better..
 
Just to update you, I reinstalled the drivers that came with the motherboard and the cpu fan seems to work now. The utility that came with the motherboard works now and the voltages seem normal. The only thing wrong with it now is that the cpu speed is still under what is should be, but I shall try to increase that.
