New gaming system with serious laging issues

Hi all,

Got my new rig up and running specs are

Intel i7 4770k 3.5Ghz at stock speeds
MSI Z87 G45 Motberboard
Gainward GTX 770 2GB GDDR5
Corsair 8GB DDR3 1600Mhz at stock speedz
Seagate Barracuda 2TB 7200rpm 6Gb/s 64MB Cache

But im having major lag issues especially when multitasking, i have the issues with windows 8.1 and 7 (how awful is windows 8 -_-) is there anything obvious that would be causing my issues? its sometime so bad my system grinds to a hault!

It dosnt seem to effect any gaming though I have run Battelfield 4 on max steeings for a good few hours with no problems at all.

i seem to have the issue most when installing programs which would point to the hard drive and possibly its read write speeds?

It can't be a serious problem if you are playing demanding games fine.

In Windows 8 you can view task manager to see the disk activity %. Does your hard drive make any noises (such as clicking)?

When you have loaded a program, does it work ok? Something like a internet browser or word editor would be mostly running from the RAM when loaded with a few reads/writes here and there on the hard drive.
 
the hard drive clicks but like others have reported i think its just the head docking. it seems a random issue sometimes ill get it just browsing the web or loading firefox othdr times if im installing and browsing at the same time even moving files from my external to internal drives but not every time which is frustrating.
 
have you got a spare hdd that you could stick in and install windows on (disconnect the 2tb hdd) and see how things run on that?
