I dont know whether anyone has noticed this but I am interested in finding out how you get this to happen:

On some websites on google, for example microsoft.com there are keywords under the url. In this example they are:

Support
MSDN
MSN Messenger 7.5
Visual Studio 2005

Microsoft CorporationThe entry page to Microsoft's Web site. Find software, solutions, answers, support, and Microsoft news.

Does anyone know how you can get these to appear. Does it require a certain ranking or cost?

you don't need PR7 (I have an example but I'm not allowed to post it, as they could be classed as a competetor :( ), but it is triggered by an algorithm. mm maybe linked to propper site indexing via the sitemap? (well thats when it appeared for me :D )
