I had this the other day. ATi card by any chance? Try a reeboot, failing that, uninstall/reinstall drivers.
I had the same thing using a 5450, do this:
1) Right click on youtube video.
2) Click Settings
2) You'll get these tabs: Display, Privacy, Local Storage, Microphone and Camera.
3) Under Display, UNCHECKED the 'Enable hardware acceleration' tickbox.
4) Refesh.
