New GPU not running as it should?

I'm fairly new to all of this, just slowly been building my PC over time. With all of these great games coming out over the next couple of months, mainly BF1, I decided it was time to get a new card, I had a XFX R9 270x 2GB and decided to put a little bit of money behind and managed to get a new Radeon RX470 8GB.
It's all installed (once i realised I needed a new monitor as well) and everything seem to be good, until I play games.
I've read reviews and benchmarks and gather I should be hitting over 60FPS high on most current games but I'm struggling to hit a steady 60 on medium.
My Specs;

AMD FX-8350
8GB Ballistix Sport RAM
Gigabyte GA-78LMT-USB3
Radeon RX470 8GB
XFX 450w PSU

Would anyone be able to help me figure out what is wrong or if there is something that's restricting my card.

PS, I have used a program that has wiped all previous card drivers and still no luck.
 
I'm not too sure but would the PSU be under powered even tho i know you only need 400 minimum ?
 
I'd say it was the PSU as well. Isn't the 8350 quite a power intensive CPU? Combine that with a new GPU and...
 
I'm getting mixed signals, some forums are saying it's the PSU others the Processor, I need to figure out what I'm going to upgrade and not waste money on.

I wouldn't imagine it's your CPU. For reference, I'm running an 8350 and a 980ti, but I'm using a EVGA Supernova NEX650G.
 
I would take a look at running a tool in the background that shows CPU load. Could be at 1080p in some titles the CPU is the boundary. Most reviews will pair the card with a Extreme i7 OC'd or something similar.
 
Are you overclocking the cpu?

If not give it a go and see if it changes things.

The psu should be fine.

EDIT:

It all depends what games your playing but it's worth noting that there's plenty of games that a 470 isn't capable of running at a solid 60 fps with all settings maxed.
My Fury won't give a solid 60 in many if I won't tweak things. To start off monitor your cpu usage and do an overclock.

Before anyone says it's your motherboard becauase of the 4phase, i'm here to say the board will cope fine but will need tweaking in bios. You need to run hwmonitor whilst doing some tests apps and games to see if the fx8 is throttling.
We need to see a screenprint of hwmonitor cpu voltage, package and cpu temp etc.

I know what the problem is, it's a mixture of tweaking the cpu voltages and your rx470 voltages and power limit.
But some games the stock piledriver or even 4.5ggz is going to hold back the 470 no matter what, as a rx470 at 1300mhz is nigh on a 970@1400mhz.
