think my old 280x is showing its age in games,

rest of the rig,

2600k @4.8ghz
24gig ram
various SSDs

game at 1080p but wouldn't mind being able to play some games in 4k on the tv.

what would be a decent upgrade at each of the following price points

£150 trawling the classifieds
£250 for a new card
£350 for a new card

150 - GTX 970/980 (if very lucky)
250 - GTX 1060/RX 580
350 - GTX 1070

280x still goes for around 100 pounds, so could be looking at 1070ti/1080 territory if you add that to your 350 budget.

A 1070 will play games fine at 4k on your TV. Obviously not max settings, but it'll be playable. When you're on the sofa anyway it's amazing how much you can turn things down and not notice anyway.
You wouldn't want lower than the 1070 though, it's the absolute minimum.
