I have just built a new system in October last year
i9 9900k
1tb Samsung m.2 + 1tb Samsung SSD
gigabyte aorus master MB
1000 w corsair psu
32g trident z mem 3200mhz
in a tidy Coolermaster cosmos black edition case

I am trying to get the best pc ready for cyberpunk and several other new titles this year but I have a Zotac 980 ti graphics card and the wife has agreed i can have another 800 ish UK pound tomorrow to buy a new one so she can have the old one .
I'm drawn to the evga silly long name 2080 super but would like some advice on other options from some knowledgable heads here

Now is not the time to be buying a top-end GPU, with the next generation GPUs due later this year but if you have to get one now the 2080 Super is the one to get.

I get what you're saying but so far we have no idea what prices will be on the Ampere cards Nvidia pricing is scary of late with FE editions etc. also, I'm an old boy and one thing I've learned is you will always be hanging on for the next thing also if i dont spend it now the wife may want a new fridge or dishwasher or some non interesting tech :)

that being said im still stuck as a 1080p gamer right now so a new monitor is on the cards soon

You really to decide on a monitor first. Getting a 2080S now will mean 2560/1440 is probably the best choice resolution as neither it nor 2070S are really 4K cards. If you can squeeze a decent monitor
and a 2070S out of that budget that may be the way to go but you really should wait if at all possible. All prices will drop quite a bit come the summer with big Navi and Ampere and you should easily be able to get 2080ti or better performance by then for £800.

No point the OP spending his £800 on a new higher resolution monitor and not having a powerful enough GPU to run it

You say that but the opposite is worse imo. Imagine having a 3080ti/2080ti capable of 4k 60fps on demanding games which would look insane on a 4k tv/monitor with hdr and high peak brightness and only having a 1080p 60hz tn panel. Whereas a great panel would still enhance how a game looks even if you're playing it at lower settings.

Use the Zotac 980 Ti for now and just turn the settings down as needed. Upgrade when new GPUs from Nvidia and AMD are released, probably in Q3/Q4 this year.

If you really don't want to wait to upgrade, get something like a 5700 XT for about £350, that plays even the most demanding games like Assassin's Creed Odyssey or Read Dead Redemption 2 at 1920 x 1080 at 60 FPS. Alternatively, the standard RTX 2070 is available for a similar price.

If you splash out now on a 2080 Super (expensive edition) or 2080 TI, you may regret it later this year. The problem with these cards is they can't play every game at 4K at 60 FPS. There are a few games that even struggle at 2560x1440 with these cards. The problem with a lot of GPU reviews is they don't mention minimum FPS, which in my opinion is more important than averages.

Here is a link that shows you what the performance of popular games is like on the 2080 TI at various resolutions (scroll down to middle to see perf. summary), with a 9900k CPU:

In terms of the monitor, you don't have to buy a 4K monitor, you could just scale the resolution upto 4k on a 1080p monitor with DSR / VSR, if desired. A 4K monitor is completely optional in my view.

I have a 4K 28" monitor, but don't run it at 4K resolution because my GPU (R9 390) isn't powerful enough to run any modern games at this resolution.
