new graphics card or a quad6600

been playing gtaiv liberty city with medium settings,but it looks crap,on high i get low fps,
also codmw2 i get stutters all on high,
should i change my 9800gtx+ or should i upgrade my cpu to something like a q6600 second hand,
 
If you like playing GTA 4 a lot - get the Q6600. A tri core is pretty much a requirement in that game if you want it to look good.

As for your stutters in MW2, are the framerates still good when this happens? Also, are the drivers up-to-date. For GTA4 and MW2 and 9800GTX+ (effectively a GTS 250) is more than enough for 1680x1050 res to look nice.
 
I second the quad, GTA4 is far more CPU limited and loves multi cores.
Going to quad probably increased performance 20-25% for me, not necessarily in pure framerates but in fluidity.
 
Seems strange you have shutters on mw2 if i'm honest i think you'll find its just a bad host, i get stutters sometimes also but that's simpley due to host bad connection even tho i'm over 150Fps.
 
On a side note whats you're mainboard if you could get a Q6600 say for £60.. (G0 revision) possible 3.6 to 3.8 Ghz OC on a P45 board you would say yourself a lot of hassle and GTA would play very nice.
