Aye, the Akasa PSUs are a decent brand and designed for modern systems with plenty of power available on the +12v rail, their OEM is Enhance, same as Silverstone.
A PC that is likely to have a 6200 TC is probably pre-built and they aren't exactly known for using high powered PSUs, a 7600 GT is far more likely to be ok on such a PC than an X1800 XT which would simply flatten a crappy generic brand PSU or an old one with inadequate power distrubution for modern systems (i.e. lacking +12v oomph).
I agree that requirements tend to be over-estimated on here, a decent brand 400 Watt PSU (e.g. strong +12v rails, capable of sustaining high load) can handle pretty much any single card gaming system but PSUs do still need more consideration for one heck of a lot of upgraders who either wait till something pops or they replace practically every component and find still the card doesn't work, before thinking "hmm maybe it is my PSU".
