No, because the laptop you are referring to probably won't ever see a quad inside it.
Now the laptops that can and will have them. The dell xps m1730, alienware m17x, sager, eurocom, etc have beefy heatsinks and power supplies that are able to even handle desktop quad cores.
When I had my m1730 it kept the t7700 at around room temp idle and about 30-40c load. That's was with two 8700m gt's and a pci-e physx processor added to the mix.
