New Ipad 3 grid row limit

Hi. i have got a new ipad 3rd gen with me and notice how on the main dashboard. i can only place and use 4 rows of shortcuts leaving a large space at the bottom that can easily fit more?

is there something in the ipads settings to allow me to add icons on the 5th row?

Should be 5 rows (of 4) in portrait and 4 rows (of 5) in landscape. Plus the dock of course.

its 4 on mine in portrait lol strange

The 4 have to be full before you can use the fifth.
