New ISP time?

I'm getting seriously annoyed with the internet speed at home. I'm with pipex at the moment (was originally toucan but they got bought out). I'm paying i think £17/month for unlimited up to 8Mb broadband.

It is currently 12 in the afternoon and this is my current speed:



It is currently taking a minute to load this forum the ping is that bad. The connection speed has been variable at the best of times but never this bad in the middle of the day before! Normally around 5.5-6 at this time and 1-1.5 in the evening. Is this likely to be the ISP shaping traffic or something else?
 
Its been all weekend and still now. My router is a Airport Extreme Etherneted to a Netgear DG834G. I'm connecting to the Extreme wirelessly from a Windows 7 desktop via a Netgear WN111v2.

The netgear currently says:
Modem
ADSL Firmware Version 7.03.01.66
Modem Status Connected
DownStream Connection Speed 15046 kbps
UpStream Connection Speed 963 kbps

The connection to the router I've noticed is really slow, so on second thought I think it is could be a LAN network issue? I'm just doing another speed test on the desktop and iphone to see if they get similar results. It is taking 3 minutes just to prep the download on the desktop!

Desktop:

ping- 199ms
dl-0.41
up-0.70

Both same server.
 
Just tested both again at exactly the same time:

Desktop:


iPhone:
ping-225ms
dl-1.62
up-0.77

clearly different so I'm assuming that indicates a LAN issue?
 
The desktop no longer will connect to the Internet. It is saying DNS server not responding. I've tried connecting to the netgear via etherenet directly but it won't work, same if I try via the extreme. i also have a netgear dgn2000 which I've just swapped in for the other netgear but getting same error when Ethernet connected to desktop. The light on the rougher is showing the Ethernet as connected.
 
Ok this is starting the @#!* me off, just disabled the AVG firewall and now I magically can connect via wireless/ethernet to the DGN2000 router and get this result:


I'm going to try the old router again. I @#!*ing hate AVG, been causing me grief all week!
 
Ok I've plugged the Extreme back in and all is working properly again. Thanks for the help guys. I've disabled AVG firewall. I did a speed test comparison between wireless though the netgear DGN2000 and the Extreme and the DGN got 2 Mbps faster connection dl. Does that seem right? I bought the extreme because the netgear's connection seemed really unstable at times and I'd bought an airport express and iphone so thought it'd all work smoother.
