New mini pc spec

Just putting a system together for my parents, value for money being key. All it will be used for is web browsing, Excel work etc nothing to strenuous

You can easily drop to 4gb RAM without compromising performance.

I'd also prefer the Antec VP450 power supply. Equivalent and nearly a tenner cheaper.

£20 on that optical drive? Not needed at all.

If it's not going to be used for anything more than that, a very basic system (<£50 CPU, max 4GB RAM, etc). I'd probably go for an Intel NUC system, something like:
