Just putting a system together for my parents, value for money being key. All it will be used for is web browsing, Excel work etc nothing to strenuous

If it's not going to be used for anything more than that, a very basic system (<£50 CPU, max 4GB RAM, etc). I'd probably go for an Intel NUC system, something like:

This would give vastly more power than Excel, browsing, etc. requires.

Or an AMD APU based system for something more expandable.
