New monitor, GFX, and sound???

So with my new build with the specs below, two issues arise when loading any game including football manager.

Firstly the screen gets lines through it as if it doesnt refresh as fast as the frame rate, it does calm down eventually but it's bloody annoying.

Secondly whenever a game loads. My sound to my amp goes buzzy, yet if headphones are in there's no buzzing. I know the amp/stereo is fine as I used it on the laptop with no issues, just this new computer.

Oh and a 3rd slight issue.

My sapphire 280X has one noisy fan, its not like a hoover or anything but a rattle, and when i open my case you can see it wobble during spinning.

I can send it back and upgrade to a 290 reference card for an extra £80

I only play in 1080p (as anything above that doesnt work on the monitor)

so do I get a new monitor? Gfx card etc?

Return the GPU .... that's the first thing ...

What monitor do you have at the moment ? and how are you connected to it ?
 
Think it was a cable issue.

What should I do about the 280x... I can get a 290, but I've heard they get really hot.

And would I ever use up more then 3GB VRAM

I' maxed out watchdogs and that used about 1.85GB
