New Monitor Glitching when changing desktop background (windows animations related, 1440p only)

Just got a new monitor LG 27GS85Q 1440p upgrade from my 1080p monitor, noticed when you change desktop background the bottom half of the screen (sometimes the whole screen) will glitch and corrupt for a split second and sometimes does it on opening up browser windows. I figured out if you turn off Windows animations off completely or specifically "animate controls and elements inside windows""in advanced system settings>performance settings it solves the problem.

However I'm just wondering what is causing this issue, Ive never used 1440p before and it doesn't do this on my 1080p monitor or on my new monitor when its set to 1080p, it only does it at 1440p. Ive tried new DP cable, rolled back drivers.

I'm fine with the setting to turn off animations its actually nicer but just wondering if new monitor is a bit iffy?

Anyone seen this before?

EDIT: Doesn't happen at 60hz but does it at 144hz and above. Is this some windows bug at high refresh/high res? wondering if it would do the same on any other 1440p monitor. I'm thinking, hoping this isnt the monitor because the NVIDIA app alert on the right doesn't glitch and only the wallpaper does, so doesn't seem like some power type glitch though when you see it it does look like one at first glance.
