New monitor problems, Help please :(

Hi

I just got a Samsung S20A300N monitor and I'm having a problem.
I have a ghosting type thing at the right of icons, fonts, pretty much everything.
After a quick search it suggests it might be my cheap and cheerful (Unshielded?) VGA cable, but can that cause ghosting?
I dont use it for gaming or anything but I would be nice to have a half decent picture as its very distracting :/

If it is my VGA cable, could some kindly suggest a replacement cable for me, or even what I need to be looking for as I have no idea.

If its not the cable, what could it be?
I've tried setup thing that sort out the phase type thing, but still there

Also its connected to an old DELL system with a 82945G onboard GPU as i'm in the process of building a new system, could it be the poverty GPU? lol

If you haven't done it already, uninstall the video drivers then download and install the latest drivers.
