new motherboard doesn't POST. CPU LED problem?

My old P8Z77-V failed for some unkown reason, and under warranty i got a refund.
The board i replaced it with is the ASRock OC Formula Z77.

Today i tried to start reassembling my PC, but in the pre-case-POST-test i have already hit a hurdle - it doesn't POST!

The RAM modules are in the correct slots (i have tried different slots), the CPU and cooler is fitted correctly (i think,) i have even removed them and reseated them again to make sure. Also I can't see any damaged pins on the motherboard, and i am trying to POST without a graphics card. When i turn the PC on, the fans spin and LEDs light up, but nothing appears on the monitor.

My PSU is an EVGA Supernova G2 and is only a few months old, so i doubt it is the problem.

The motherboard has a little LED that illuminates if a component is 'dysfuntional' and when i try to boot, the CPU LED lights. Could my CPU be dead? This is the LED:

Did you make sure that there is enough paste on the cpu? does it work if you strip it down to just a single stick of memory?

i'm pretty sure there was enough paste on the cpu, but even if there wasn't, would the CPU heat up fast enough to cause problems immediately when i turn on the PC?
 
Have you tried removing the CPU cooler and the CPU itself? and then reseating it? I had a similar problem when I first built my PC, and it turned out I hadn't pushed the CPU fully home.
