New PC - 7950X3D Issues

Built my new PC this weekend consisting of the following parts:

7950X3D
Asus X670e Hero (Bios 1303)
64GB G.Skill Tident Z5 Neo RGB (F5-6000J3040G32GX2-TZ5NR)
NZXT Kraken Z73 RGB (AM5 Bracket)
Corsair HX1500i
Lian-Li Evo
10 x SL-Infinity 120

I'm running it all at stock. Kraken Z73 is top mounted with fans set to exhaust. Side/bottom fans set to intake and rear fan set to exhaust.

I've been running some benchmarks and I've noticed I'm hitting 89-90c often. In Cinebench R23 I get around 34500 multi-core and 1940 single-core. I'm guaranteed to be hitting the max temperature while running the multi-core test. Also noticed CCD0 always has higher clocks than CCD1 in Cinebench? CCD0 maxes out at around 4775 and CCD1 around 4700. I've done a fair amount of googling and from what I can tell it's usually the other way around? CPU core voltage seems to peak around 1.03 during the test. In NZXT CAM I've increased the pump to max and the CPU/Chassis fan curve to match. Liquid temperature sits around 29-30c while the CPU is sitting at 89-90c. Apart from this I've cleaned off the thermal paste (MX-6) once already to see if it helps.

Cinebench R23 multi-core example:

CCD0: 4775 MHz
CCD0: 82c - 89.2c
CCD1: 4700 MHz
CCD1: 60 - 70c
CPU Tctl/Tdie: 89 - 90c
CPU PPT: 137W / 162 W
CPU TDC: 110.4 / 120 A
CPU EDC: 113.4 / 180 A

I'm not sure if it's an issue with the CPU or the Kraken Z73? The pump can be fairly noisy above 70%. However, it seems strange CCD0 is clocking higher than CCD1 during the multi-core tests? Every benchmark I've tried scores low, and I hit the max temp. Apart from sticking the PC in the freezer what would be the best move? Out of all the reviews I've read/watched and other people's results mine seems bad.

You're aware that difference manufacturers (and even different boards from the same one) have a pretty different interpretation of what 'stock' means, for both Intel and AMD, right?

Ah yes sorry. Stock as in no changes to the BIOS. I just flashed it and left everything as default.

I guess what I'm asking is, there might be something that's overvolting/overclocking your CPU out of the box.

I've just taken a look in bios and that's all set to auto. There is an option for enhancement but it's not selected. Here's some screenshots from Ryzen Master as well:
