New PC being built - CPU fan will not turn on

I just got a new rig and it boots OK and the RAM, CPU and SDD are all recognised, but the CPU fan brings up an error and the fans do not spin. When I turn off the power, then the fan spins a little. Any help getting the thing to work would be appreciated. The parts concerned are below:

MOBO: Z490
CPU: 10700k
Fan: Noctua NH-U12a

I have connected a PSU cable to the CPU power connector and also to the main motherboard power connector. The fan itself has its two cables connected to a splitter which feeds into a connector next to the CPU power connector.
 
Make sure you are connecting the EPS cable (4+4 pin) to the CPU socket and not a PCIe (6+2 pin) cable. Also, check that you're using the right socket for the fan. It should be labelled CPU FAN.
 
Splitters can sometimes cause issues so first I would try plugging the fan connection into the CPU fan header. Also if the fan has a 4 pin connection attach to a 4 pin connection and likewise if it's 3 pin connect to 3 pin. Check the BIOS as to when you want the fan to come on, either at your manual temp setting or for it to be done automatically. Check the fan connection is not on back to front to the fan header connection on the motherboard. It shouldn't be possible to fit the wrong way around as the design should stop it from being pushed fully home to the motherboard but if it were on wrong it would obviously have it's earth and power connected incorrectly and not pushed fully on to the connection.
