New PC Build Doesn't Boot :/

Just bought my components and stuck them all together.... well:
DFI JR P45
Intel E8400
1 x 2GB Kingston Ram (DDR2 1066)
1GB Sapphire 4870
BeQuiet 650w

When I switch the PSU on I get two lights on the mobo (which show mobo is in standby mode and DRam has voltage). I then press the onmobo power switch and the graphics card spins up but nothing else. The graphics card also does not drop from 100% (unlike my other computer where it goes to 100% for 2 seconds and then back to normal when booting up). I hear no beeping (not sure if mobo has onboard speaker?) and have no video out. Any ideas?
 
Connected the P4 connector in error, although the mobo manual says either can be used but the P8 is the preferred connector.

I've not connected any fans up (cpu heatsink cooled by PSU) - would this be an issue (mobo trying to protect the cpu / thinking there is a fan failure?
 
Could well be, I've seen Mobos before that wouldn't boot up unless a CPU fan is there.

Might be worth just reseating everthing and double checking all the connections as well.
