at least you have it powering up now. good luck with the rest of the build.I think I have it working, as it turns out the power button cable was plugged into the wrong pins.
does the gpu require a pcie power (6/8pin or both) from the PSU?
system specs would be a good place to start
are you able to test the GPU in another system?
From what I can tell the card fan spins for a few seconds then stops as it loads into windows. Would this be a case of me needing to go into bios to change a setting maybe from intergrated gpu to the 1060??
good point. My 970 also does this.The fans on that card turn off when below a certain threshold to reduce noise.

do you have windows installed yet? do you have a monitor connected?
Make sure your display cable is definitely plugged into the GPU and not the Mobo too hehe

Try different ports on the GPU.
