New Pc Build - Slow boot to windows log on

hi guys

i just did a cheapy new build for my cousin

mobo: Asus k8v-VM
CPU: Semprom 3000
Ram: Generic 3200 DDr
Case: Generic with 400W psu
DVDRW: Pioneer 112
Hard Drive: WD Protege IDE 5400rpm (taken from old system)

everything fitted in, when i turn on the pc, the bios splash screen that comes up at the start displaying Asus logo stays on that screen for 30secs, then it goes through the bios list (cpu, ram, etc etc) then a blank screen with an icon flashing on the top right of the screen, it stays here for 30secs, then windows logo shows and the blue bar loads, thern windows log on appears, all in all 1min 15secs to get from turning pc on to windows log on :eek:

now, i have made sure the jumper settings are right on the hard drive and dvdrw as they share the same ide cable (as this mobo only has one ide port)

when i take the hard drive out and just leave the dvdrw in, when the pc boots, it boots past the bios screen like normal i.e FAST!

when i put the hard drive back in, its slow again.

i dunno what to do now, i have done diagnostics on the hard drive and shows up and fine. Also all the right drtivers have been installed for the mobo (all latest aswell)

is it supposed to be like this?

any help much appreciated!
 
tried the hard drive on its own and set quick post to ON and still the same.

i tried another hard drive and still the same, its quite slow

it maybe the power supply as suggested above

the mobo has the new 24pin atx connector and the power supply is the 20pin one, so there is 4 pins not used, but the seperate 4pin connector is connected.

il see if my other psu works on

when i log into windows, its perfectly fine with no slow down

its just the point from turning pc on to getting onto windows desktop.

boot order is fine, floppy, dvdrw then hard drive and the drives are both detected properly on bios screen.

ive even tried it with floppy and dvdrw out and just the hard drive in, and still the same.

i will check the network boot, but i don't think that is enabled

im beginning to think that its supposed to be like this?
