new pc build

hi all its time for my 939 x2 4800 to go to a mate and to build a new pc.my old one has the 4800 2 gig of pc 3200 ram and a 8800 gtx that i am keeping.i have one thousand pound for the new pc if need be.so what do i get for a real boost from the old one.i am thinking of the q9450 and 4 gig of ram on vista 64 and a x38 motherboard.the pc will have to last a while as the only upgade i will be making to it is a new gpu to replace the 8800gtx when somthing worth replacing it with comes out.ps not realy into overclocking but i would like to get the q9450 to 3 ghz or maybe a bit more
