New PC for Obduction and EGTTR - help please

I would like to get a PC (built for me) that'll play Obduction and Everyone’s gone to the Rapture. I still occasionally play a bit of Doom, Half Life, Portal, and Oblivion all of which are on Steam.
I must admit to be overwhelmed by the choice and not really understanding the differences between the manufacturers and models.
The recommended settings for games are:
Obduction:
OS: Windows 10 64 bit
Processor: CPU Intel i5-4590 equivalent or better
Memory: 16 GB RAM
Graphics: NVIDIA GTX 970 w/4 GB / AMD R9 290 w/4 GB equivalent or better
Storage: 20 GB available space
Additional Notes: SSD highly recommended

EGTTR:
OS: 64-bit Windows 10
Processor: Intel Core i7-4770S 3.1 GHz / AMD FX-8320 3.5 GHz
Memory: 8 GB RAM
Graphics: NVIDIA GeForce GTX 770 / AMD Radeon HD 7970
DirectX: Version 11
Storage: 8 GB available space
Sound Card: DirectX Compatible

I would want it air cooled and noise reduced (if possible) – as water cooling scares me.
I would like SSD disk(s), I was thinking one for the OS and general files, and one for games?
I've been through some of the configurators but I couldn't seem to get everything I want in one bundle; and yes - I could have been fiddling about with the wrong ones!
Suggestions and help please.

Wi-Fi and lan ports, a CD writer\DVD reader maybe, though I won't be watching movies on it. Some USB ports. A new screen would be nice, I've currently Dell Ultra sharp 29" which I quite like, definitely nothing smaller. Keyboard, mouse, printer, speakers I'm ok for. Even though Obduction includes headset support, I won't be getting a set any time soon. £2000-£3000. Thanks.

Thanks, no I'm not set on spending £2000-£3000, I'm more than happy to get it in lower.
