Sorry, Assumed it was my fans, but it seems more like my graphics card, honestly so noisy, running a evga ftw ultra gtx 3070ti.
 
The 3070 Ti is like a factory OC as they tend to run faster and hotter. Is the AIO rad mounted in the top with the fans blowing up and out as that will help with heat in the case.

What processor are you using as the GPU can work harder if the CPU is a little weak. I recently changed from a 3070 Ti which was definitely louder than my 3080 that replaced it. My 3900X CPU was unable to keep up with the 3080. After upgrading to a 12th gen Intel CPU both GPU/CPU are running very cool n quiet now.

As above you can limit the max fan tach/RPM to limit the 3070 Ti noise but if you run MSI Afterburner for example and setup the monitoring you can watch the GPU temps plus core clock speed.

My Inno3D 3070 Ti would boost up to ~2000 GPU core clock and stay around the low to mid 70 DegC with it's iffy heatsink and fan setup.

Yeah the AIO is mounted to the top, got both panels of my case as well to allow maximum airflow.
I'm using an Intel 12700kf with a Rog Strix z690-a
 
Temps sitting around 55, dunno why it's so noisy though...might have to invest in a good headset to block out the sound.
 
Maybe have a look at undervolting the card as you can drop temps by around 10c with minimal performance loss and this should bring the fan noise down quite a lot.
