New PC - Not smooth at all, feels laggy.

Hello,
I've got a new PC:
i7 5820 @4.5ghz + dark rock pro 3 cooler
gtx 1080 strix
GIGABYTE GA-X99-SLI
ripjaws 4x 4gb 3000mhz
xfx xxx 850w
2x SSD - samsung evo 840 500gb, OCZ agility 120gb
2 monitors: 1st xl2420z 144hz - DVI, 2nd Gl2450h 60hz - HDMI. Windows 10 64bit
The problem is that PC doesn't feel smooth. It's like it's very low fps in everything I do in the browser / on desktop. Moving windows / scrolling anything feels laggy. Bios is laggy too.
In CS:GO I have great fps 250-900, but it doesn't feel smooth either. I tried to keep fps capped at 300, made no difference.
I've got all the newest drivers. Tried older ones for GPU - didn't help.
I've tried to install my old GPU - GTX 670 - didn't help.
Previously, I also had other Mobo - asrock x99 extreme4 - had same problems.
Tried to install another windows on my 2nd ssd - didn't help.
I run my main monitor at 144hz, at 60hz the problems are even worse.
Also if I watch some streams, for example at Twitch it's not smooth at all. I've checked the stats and I have a lot of skipped frames, but they only add up when I change tabs in the browser and come back to the stream. Although when I watch stream without changing tabs etc. it still feels super low fps even though the amount of skipped frames doesn't change.

CPU looks like it is running quite warm on that screenshot? is that idle or after cpu intensive activity like gaming or rendering.

It's idle. I got a small room tho. While gaming it goes to like 70 so not sure if this could be the problem.
Maybe it's the monitor. I will test a new one tomorrow.

Take that piece of trash OCZ SSD out.

Is the Samsung SSD firmware upto date.

While playing a game keep GPU_Z open on the 2nd screen and check the card is going to full boost speed etc, same for the CPU (use cpu-z for that).
 
I know you've said you've got latest drivers installed but that includes chipset drivers too yeah? Particularly for the USB controller?

Are you getting any choppy audio or freezes / pauses?
 
Your issue is because you don't cap your FPS. If your screen can display 144 then you should set it to 144 fps. Not less, not more.
 
I doubt it's non-capping FPS, OP states lags "on desktop". I doubt it's OCZ SSD either, and it's not a trash - I've got two 60GBs in RAID-0, they are working like a charm, and they made issues with certain motherboards, I doubt it makes d'oh at X99. I'd suspect some SATA or RAM issues, probably Samsung (there was issue with its firmware as well) or other drive which you didn't mention, like old HDD for storage (check SMART reports for ALL drives).

I'd suggest downloading some Linux Live ISO file & burn it @ DVD, or save @ pendrive (with Rufus for example), detaching all SSD except one and launching Linux OS from newly made drive. You will see if desktop job chokes, or works fine. Repeat this with replacing another SSD. At the end - all SSDs and do MemTest, minimum 2 full cycles.

And I'd make sure this DarkRock is properly mounted (hopefully with good thermal grease), otherwise it might cause CPU throttling with high temp reading and cold cooler base.

Is your operating system genuine ?

I don't know guys there are paranormal things going on. My old PC and laptop suddenly started having the same problems and I've no idea how it's possible.

I mean I was testing old gpu and another ssd from laptop on my new pc and that's it.

i'm really giving up right now, gonna sell all that **** coz can't even RMA most of it anymore. fk dat ****
 
I get this occasionally- for me it is my second 'monitor' (its a basic currys tv) outputting at 1080i (so 30hz/fps) in windows. Double check this by going to your monitor's properties page (i can't remember how to get to it exactly, probably device manager somewhere) and set it from 60hz to 30hz a couple of times maybe? That does it for me.
