New PC spec me

Need to build a PC for a mate and needs to be under £400.

Will be mostly used for gaming (cs source). Also read about this http://tomshardware.co.uk/2006/05/10/dual_41_ghz_cores_uk/
Is this a good option to go for?

Any help on what to pick is appreciated.

ok thanks for all your replies, especially Raikiri, ill see what my mate wants to do.

it was just the PC, but recommendations on the monitor are welcome. not too long about a month.

ok what one would you personally go for, Intel (dual-core) or AMD?

also want to get a more sexy case but still good quality, so can spend a bit more on that.

also noticed you used to different graphics for the 2 systems.

and the

GX-097-SP Sapphire ATI Radeon X800 GTO 256MB DDR3 TV-Out/DVI (PCI-Express) - Retail (GX-097-SP)

any reason for this? the ATI is only £10 more and 256MB so this better option to go for if i went for Intel route?
