I have put together a new PC. with a gigabyte p55-ud3 motherboard and corei5 cpu, Corsair 650W PSU. sapphire 5750 grafikkot, Corsair 2x2 gb ddr3 ram.
i have mounted a Arctic Cooling Freezer Xtreme CPU cooler Rev.2 on the CPU

When I start the computer, the fans starts and drive around for 2 seconds and goes out again, start again, go out again ....... when it starts, the lights on the motherboard shows red, yellow, green together at the same times and goes out again after a second.

anyone who knows this problem and have a solution?

Try removing a stick of RAM, then starting... Then the same with the other stick if no luck.

It's fairly common that its a faulty RAM module.

All power connectors connected including the 8 pin for cpu power.
Try a CMOS reset, sometimes helps.

Going to need to do a bit of troubleshooting here.

Try all RAM modules in all slots, one at a time. Then try another PSU in the board or the current PSU in another board.

RAM and PSU are the most common faults.

If this doesn't solve your problem, let us know.

EDIT: unless you've not plugged in your CPU power, in which case you'll probably get it working by doing this....
