I am about to order a new PC without the OS, as I already have a retail copy of Windows 10. When setting it up I am assuming I do not need to change the boot order in the BIOS to boot from the USB with the Windows ISO? As there is no bootable file on the hard drive will it automatically look for one elsewhere and find it on the USB?

If it doesn't automatically food from the USB you can either change the boot order in the BIOS or some boards let you press a key to manually select boot device at the POST screen

It will cycle through your boot order order looking for windows. So if the USB is the only storage device with windows on it, that will be the one to boot up.
