New PC won't boot with RAM at rated settings

If I set my CMV4GX3M2A1333C9 RAM to the timings stated on the Corsair website (9-9-9-24, 1333 MHz, 1.5 V) my PC won't boot. It'll turn on for a few seconds, then turn itself off. Then it'll turn itself on again and continue the cycle. There are no beeps. The system boots fine at auto settings (1066 MHz).

Is the RAM faulty?

SPECS:
MSI H67MA-E35 B3 (latest BIOS 7680vB9)
Intel Celeron G530
4 GB of RAM (CMV4GX3M2A1333C9)
Intel 320 Series (40 GB)
nVidia GT 430 (fanless)
Antec EarthWatts EA380

I can't increase the voltage unfortunately - it's either 1.35 V, Auto or 1.65 V. Haven't tried anything other than auto so far.

I am aware that the CPU supports up to 1066 MHz but I'm sure that's the same for all Sandy Bridge CPUs, yet most people run 1600 MHz RAM...
