1) Failed after 3 weeks, 7 days to get replacement (not too bad)
2) Failed again 1 week later
3) Had to take to a local repair shop (as requested by supplier) to get diagnosis

Now I have been without a phone for 6 weeks (from 2nd failure, 7 weeks total)

I had to pay 2x shipping + £20 diagnosis

Samsung a71 purchased from MajorMobiles (who seemed reputable), with paypal I asked for a refund and was told no

I don't think this is acceptable? anyone have experience in getting refunds in this sort of situation?

Search online for your consumer rights. What happens depends on how long you've had the goods and other factors. Note the following extract which indicates the company generally has one chance to repair if a fault occurs after 30 days and before 6 months have elapsed:

"If you don't reject the goods within the first 30 days, and find a fault within the first six months of possessing your faulty goods, you'll need to give the retailer a chance to make a repair or replacement. If that's unsuccessful, you can then ask for a refund."
