Not sure about the first question but with regards to the mail the old owners should've got it forwarded to their new address. We got tons of stuff for our old neighbours and I put it in the post box with "not at this address" on it and they've stopped sending too much. If you know where the people moved to you could always forward it or they may come and collect it after you've settled in.
For the meter, ask your electricity supplier if they'll change it. They don't like prepayment meters as a rule 'cos you spend less!
Re the mail, I don't think the Post office will block anything, so the best thing to do would be write "return to sender, no longer at this address" to any that have a return address, and throw it in the postbox. I know it's a PITA, but it is probably the best thing to do in the long term. Will the previous owners pick up the mail?
