New PSU and what RAM for E2140?

I am upgrading my parents PC to a core2duo E2140 system but I am wondering whether I need to get them a new PSU? If I am honest I can't remember what their current PSU is, I think its around 400W. Its in a Athlon XP 2600+ setup they currently have. Will their current PSU have all the connectors needed for a core2duo motherboard?

Also I am getting them DDR2 6400 RAM (2 x 512mb) is that the correct speed for the E2140?

Its about 3 years old, I will have to check I think. Although they live miles away so might just get them a new one.

As for a motherboard I am open for suggestions? Was looking to spend around £50 on the motherboard.

Trying to do the whole upgrade (E2140, mobo, big HD, 1 or 2GB RAM, DVD/RW, GPU, and probably PSU now) for under £200. Any help would be appreciated c:).
