New PSU still not right

oooook, so my overclock went a bit hairy (ran fine before3.6ghz Q6600 with TRUE) then the old ASUS P5Q board kept throwing up an overclock failed when i fitted a new gfx card.
I bought a juicy new Tagan TG1100-BZ PSU (for a bit of future proofing) after consulting you folks here :)

However im still having the same problem, i ran up CPUZ and that other wizard thingy you can get from them and my +12 is showing 11.4??

yes its still running at stock speed due to this stupid OC failed thing :/

any ideas what to test next?
 
Can try a lower overclock or up the voltage - Just a thought.
I would not trust software to read voltages, my 12v line on my system is something like 2 - 5v.
 
have it running at stock 2.4 atm in above pic, sooo sllooooow, not sure what else to try besides another board, but rather than blow cash that way id buy an i7 920 hehe
