New ram problem

Hi guys

I ordered some teamgroup ram and it has come today:
YOUR BASKET
1 x TeamGroup Vulcan RED 8GB (2x4GB) DDR3 PC3-19200C11 2400MHz Dual Channel Kit (TLD38G2400HC11CDC01) £65.99
Total : £69.90 (includes shipping : £3.26).

I put it in my system now and i have just run CPU-Z and it is only showing it is running at about 1300MHz for both sticks:

Is it running at the 2400MHz it is meant to or do i have to change somting in the BIOS?

It's a bad mobo at the moment. (I am upgrading soon). It's a gigabyte 78lmt-usb3

I am trying to change the MHz of it because the mobo has set it at 1333MHz. What would I need to do to up the MHz?:

If I increase the memory multiplayer do I need to increase the voltage?
