I recently purchased this memory from overclockers -

Kingston HyperX 4GB (2x2GB) DDR2 8500C5 1066MHz Dual Channel

I downloaded CPU-Z, this is the info -

Memory -

General
Type - DDR2
Size - 4096
Channels - Dual

Timings

DRAM Frequency - 439.6 MHz
FSB:DRAM - 2:3
CAS# Latency (CL) 5.0 - clocks
RAS# to CAS# Delay (tRCD) - 6 clocks
RAS# Precharge (tRP) - 6 clocks
Cycle Time (tRAS) - 31 clocks
Bank Cycle Time (tRC) - 26 clocks
Command Rate (CR) - 2T

SPD

Slot#1 and Slot#3

Module Size - 2048MBytes
Max Bandwidth - PC2-6400 (400 MHz)
Manufacturer - Kingston
Part Number - 2G-UDIMM
Serial Number - 3B3A540F
Correction - None
Week/Year - 24/10

Timings Table
JEDEC #1 JEDEC #2 JEDEC #3
Frequency 200 MHz 266MHz 400MHZ
CAS# Latency 3.0 4.0 5.0
RAS# to CAS# 3 4 5
RAS# Precharge 3 4 5
tRAS 9 12 18
tRC 12 16 23
Voltage 1.80 V 1.80 V 1.80 V

Do these settings look correct. Shoudn't the frequency numbers and max bandwidth be higher ?

To fully utilise the ram you will need to manaully increase the FSB or change the ram ration in the bios. Default will be 800MHz or PC2-6400 if you prefer.

If the ram has an emp or XMP profile then you could try enabling that to achive the stated specifications. Personally I recommend staying clear of using the profiles because they might not have been spec'ed using your motherboard and I have seen in the past that some of the voltage settings are a tad higher than needs be. But test it out and see.
