New Rig Below My Expectations

Recently just build a new gaming rig to last me a few years, but im not convinced everything is running as it should be, when im playing bf4 on ultra detail 1680*1050, im only getting about 10fps more then my brothers rig which is a couple years older, and games dont seem to be picking the highest settings for my rig like coh2 and grid autosport. Guild wars 2 im hitting about 30-40fps in the majors citites (in the main world hitting 80's) so just curiuos as to what u guys think.

Oh and also i got a "do u want to change the colour sceme to improve perfomance" message after quitting a game.

i5 4690k
MSI R9 390
MSI Z97A Gaming 7 motherboard
8 Gig Corsiar Ram
250gig Crucial SSD (windows install)
1TB HDD
 
What CPU does your brother have and is it overclocked? 2 Years isn't that long with the small performance increases CPUs have had recently.

I think Guild wars is limited to 1-2 core process performance like wow so even on the most pimped machines increases don't always amaze and the server can also have an effect.

bf4 gets some benefit from hyperthreading you get with i7 CPUs, something you i5 doesn't have.

Have you overclocked your 4690k?
 
What PSU do you have?

Not enough info provided on how much FPS you are getting either, to see whether there is an issue or not.
 
In that case 10FPS more is a very decent increase.

His PC is very nearly as powerful as yours, and would match it if the CPU and GPU were overclocked.
 
Did you install the latest AMD drivers? Your post re: Windows 'aero' or whatever it's called appearing to be off is setting alarm bells to me...
