New rig, How do i transfer licenses over?

On my current rig i have a lot of single license games that use cd-keys but i'm upgrading my rig so a reinstallation of the OS is needed.

Is there a way of deactivating the games and the reinstalling them on the new rig?

or would i have to re-purchase the games?

Are they Steam Games? If so just copy over your Steam Games folder.

No i have steam games, but these are games i bought via DVD-Rom's, they use cd-keys.

Reinstall and use the same serial key. What's the issue?

CD KEYS on games are not single use you can just install the game again and use the same key.
Think of it this way if your hard drive fails you dont go out and buy another copy of everything.
