New rig, How do i transfer licenses over?

On my current rig i have a lot of single license games that use cd-keys but i'm upgrading my rig so a reinstallation of the OS is needed.

Is there a way of deactivating the games and the reinstalling them on the new rig?

or would i have to re-purchase the games?

Are they Steam Games? If so just copy over your Steam Games folder.

No i have steam games, but these are games i bought via DVD-Rom's, they use cd-keys.
