I don't have a crystal ball but imo holding out for a sale event like Black Friday is a waste of time. These cards will sell in the millions so there's little incentive for retailers to offer any meaningful discounts.

The best thing you can do is wait for RDNA 2 to land, even if you plan to only buy Nvidia you may find big Navi forces Nvidia to reduce prices slightly.

I cant help you with the windows stuff as I already had a ssd with windows installed that I used in my build. However with the parts just take your time and double, even triple check everything. ALSO don't forget about the power switch on the psu when you're wondering why it won't turn on. I've made that mistake before!
 
Basically any “new” cpu should be fine we shall see 2080s performance. Ryzen 1000 and 2000 series have some problems with FPS drops so I wouldn’t use them. Obviously it also depends on resolution as it won’t matter as much on 4K as it does on 1440p and what frame rates you’re aiming for because 60fps will be easily achievable but 144 you probably need intel 10th gen for most part
 
Rule of thumb

Budget GPU pairs with budget CPU
Mid tier GPU pairs with mid tier CPU
High end GPU pairs with end end CPU

So 3060 pairs with Ryzen 3600 or Ryzen 4600

It applies to everything really, not just computers. Mid range carpet for a mid range house etc. Mid range tyres for a mid range car etc.

Pouring gasoline on their dumpster fire more than likely. Rocket Lake is coming soon, but most of the gains from the new design have been lost backporting to 14nm again. IPC is going to be up a chunk, but core counts and clock speeds have regressed, and it'll be hot and hungry again. It's not even guaranteed to regain what Zen 3 will take away from Comet Lake.
 
PCIe 4 is not necessary now. Even the new rtx 3080 is the first card to support PCIe Gen 4.0 and there is no benefit to having it with thos generation. You won't need PCIe 4.0 for the next couple of generations yet...

The 5700XT is PCIE 4.0. I wouldn't bet on it not being a factor in the near future.

Yeah I have the RX 5700 XT but there is no current consumer GPU that fully utilizes PCIe 3.0 yet. I reckon that this will take maybe the next 1 - 2 generations and assuming that one generation is every 2-3 years you can expect to not need PCIe 4.0 for the next 3-4 years at the least...
