I'm looking at building a new Shuttle PC but been out of the hardware market for such a long time I don’t even know the difference in performance in graphics cards anymore so a little help is needed.

So far this is what I'm think I want to get:

Shuttle XPC SX48P2-E Barebone System - Intel Core 2 Quad (LGA775)
Sapphire ATI Radeon HD 4850 1024MB GDDR3 TV-Out/Dual DVI/HDMI (PCI-Express) - Retail
Intel Core 2 Quad Pro Q6600 "Energy Efficient SLACR 95W Edition" 2.40GHz (1066FSB) - Retail
OCZ Core V2 30GB 2.5" SATA-II Solid State Hard Drive (OCZSSD2-2C30G)
LG GGC-H20L Blu-Ray Reader & HD-DVD ROM Serial ATA Drive - Retail
Corsair 4GB DDR2 XMS2 PC2-6400C5 TwinX (2x2GB)

Total Cost 901.15

I choice the graphics card as it’s the highest spec ATI single slot I could find and may go for dual GPU in the future, I rarely play games but its always a nice option to be able to play the games if wanted. The SSD will just be for OS and programs as I have a 160GB drive that I’m planning to put in and a NAS for data storage.

My main worry is noise as my current system is quite noisy and rarely gets used over my mac and macbook but I really need a new pc for diablo 3.

Any changes people would recommend would be welcome?

I'd consider changing the Q6600 for a fast dual core like the E8400, they'll clock better and put out less heat. If you're not encoding then a faster dual core will beat a quad in most things.
