The new regime will mean those caught driving just a few miles an hour over the limit will incur a new, lower penalty of two points and a £40 fine.
A medium range penalty - for example, doing 40mph to 44mph in a 30mph zone - will be three points and a £60 fine.
A higher penalty for the fastest speeders will mean six points on the licence and £100 fine.
Drivers could clock up six of the most minor speeding offences before accumulating 12 points and being banned from the road.
Ministers will launch a consultation before confirming the precise penalty bands for speeding offences.
The highest penalties are expected to apply to those caught driving at 32mph or more in a 20mph zone, at 45 in a 30 zone, 57 in a 40 zone, 70 in a 50 zone, 82 in a 60 zone or 94 in a 70 zone.
