New system: Graphics tearing from boot

Ive built up a new system, and Ive started getting tearing and interference on the screen. It was working fine when I first built the system a few days ago, but it started while I was in some games such as Rage, and COD MW2. Now its even when booting.

The machines spec is as follows:

Asus P8P67 LE motherboard
Core i5-2500
HIS ATI Radeon HD 6870 1024Mb
Antec TruePower 650W 80+ Bronze PSU
Kingston Hyper Blu 4x2Gb DDR3 PC3-10666 Ram

With it being from the moment the machine boots, I'm a bit stumped as to what it could be. The machine isnt running particularly hot. Has anyone encountered symptoms like this before?
 
I would go with a faulty gpu.

Do you have the option to test with another or test yours in another machine.
 
Ive been able to try an older GPU in the new machine, and all is fine. However I dont have another machine I can use with enough of the 6 pin GPU power connectors to power the 6870 :s
