New System Problem

Recently i bought parts to build a new Intel system

The parts i bought are listed below

i5 3570k oem proccesor
Gigabyte GA-Z77-D3H
16 Gb Dragon Memory 1600 Mhz
2 x Kingston Hyperx 120Gb SSD drives

To this i was adding in some hardware i already bought

1 x XFX 6950 2Gb video card unlocked to full 6970 speeds
1x Hitachi 1Tb Hdd
2x 320 Gb mator Hdd
and PSU is the Corsair TX650


The system is running on Water cooling
so i have clocked it to a mild 4.4Ghz and it is booting etc however here is my issue.

When i install my 6950 video card i recieve no output to my monitor.
But if i install my older Sapphire 5870 vidoe card all works fine.

Now i have rechecked the 6950 video card in my backup system and it works without any issues.

So at present i am stumped.
I have 2 possible theories as to why the 6950 is not working in the New system.

Theory 1 is that the Bios on the new Motherboard does not recognise the 6950 and therfore is not allowing it to output to the monitor. ( the current bios version of the motherboard is F14 )

Theory 2 is that although i was recommended the Corsair TX 650 PSU it simply does not have enough power to allow the 6950 to give an output signal. ( ive came to this conclusion as my other system where the 6950 operate without issue is running an 850 Watt PSU )

So before i go ripping the 2 systems apart to get my 6950 to work in new system i thought i would seek advice here first.
 
i shall try that first as i really want my other card working in the new machine.

i have already reaped some benifet from it even with the 5870 in it as my fps on swtor the main game i play has almost doubled from 60 fps to a good 110 fps in most areas
