I'm getting a new to me car today via a private sale. I've got a private reg on retention. Do I have to wait for my new V5 to arrive before I can put the plate on it?

Similar question for insurance really, it costs £25 to do a change of car which I'll need to do twice, once with the current reg so I can drive it and once when I get the new plate on it, does that sound about right?

Yes

Yes, however if it's just a reg plate change then it can often be done online for free depending on the insurer.

Either that or if it's within 30 days of a previous change, some insurers will waive the fee as well.

If it's a used car, then yes, you'll have to wait for the v5 to put a private plate on.
