New video card prevents computer boot up.

Bought a new video card for my parents computer (Prebuilt Philips freevent) as the old ones fan was dying and overheating.

The old card is a X550 and the new card is an Asus HD5450 512mb silent.

When I replace the old card for the new, the pc will not boot up. Psu and CPU fan starts to spin for a second then stops. This happens over and over until I turn the power off at the mains.

The card requires no additional power supply.

What could the problem be? Only thing I could think off was a bios issue, perhaps the PCI E slot is so old it wont accept such a new card?
 
Some brand called hipro. Couldnt see how powerful it is however i used a jeantech 500w and my 650w corsair from my main rig and it did the same so this cannot be a power issue.
The card is borked perhaps?
Could that be a side effect of a damaged card? Preventing a boot up?

Reset the heatsink with new thermal paste on the old card to hopefully prolong its existence.

Going to try the card in my own rig now.
