New Windows 7 install - weird ripple effect when scrolling

I've been using Windows 10 for the last year and after deciding to play Skyrim again I discovered that DX9 games cant use more than 4gb vram and only Windows 7 can use the full 8gb of my new 1070.

Installed W7 today for a dual boot affair and everything seems to be running fine except for when i scroll. It's most noticeable in Chrome but happens in other apps and the best way i can describe it is as a ripple effect, a bit like a weird variation of screen tearing. Obviously with my card being a 1070 i have the latest drivers installed and everything works as expected in Windows 10. If i move a window around the screen there's also an odd graphical distortion around the borders of the window. Again, this problem is not present in Windows 10.

Anyone encountered this before?
 
Well its a clean install of W7 so obviously a clean install of the latest Nvidia drivers and i haven't changed any settings or anything. I'll try a reinstall of the drivers anyway and see what happens.
