New Windows 7 PC in the office - ALT S not working

Quick daft question.

New PC in the office, Dell XPS thing, i7 yada yada.

On W7 Home Prem.

Thing is on IE on forums ALT S no longer works for Submitting, same in Outlook, ALT S doesnt send emails.

Is there a hidden setting somewhere Im missing? My old W7 machine worked fine :S

Sure the alt key is working:

Its not an option to enable those shortcuts, they should work as default
