New Zotac 1070ti mini, problem

hi guys, I’ve just installed my new GPU, and all is well, until I turn on my PC that is, it’s insanely loud, much much louder than my old 290.. I opened my case and turned it back on then I realised that only one fan GPU fan spinning, is this a design feature? Is there anything I can do to get that 2nd fan spinning? I did physically touch the 2nd fan with a pen and it did spin briefly and the noise went away but a few moments later it stopped again, and the noise returned.

No, 1 sounds like it’s going full tilt the hole time, whilst the other isn’t moving.
Adjusting the fan speed does nothing
 
If the cooler shroud maybe deformed and is stopping a fan from spinning, check the shroud is not touching fan blades.
Alternatively get it returned for a replacement as to me it sounds like its got physical damage on the card.

So when I had a Gigabyte 1060, one of my fans was making a grinding sound because it was faulty so I disassembled the shroud and unplugged the fan that wasn't working properly. The fans were connected together and then that wire lead into the fan header on the GPU.

After I disconnected this fan, even under no load and like 35c temps the other fan would just run at 100%. I tried using MSI afterburner to adjust fan speed but it didn't work either. It was like the GPU bios had detected only one fan was working and thus told the working fan to go at a 100% no matter what.

May not be the case, but if I was to guess it's a problem of a similar nature. Once you get the card back and fixed, the fans shouldn't spin at 100% and thus it'll be much quieter.
 
*UPDATE*

Replacement 1070ti mini is installed and working perfectly so far, thank you very much for the swift return.
Nice and quite and good performance increase over the 290, oh, and TWO bags of Haribo!
